Selection Process & Exam Pattern
- Preliminary Examination (screening): 2 papers (Objective, 2 hrs each). Paper‑I: General Studies (100 marks); Paper‑II: CSAT (100 marks, qualifying, 33% reqd). 0.25 negative mark per wrong answer. Merit for Mains based on Paper‑I only. Candidates 12x vacancies called for Mains.
- Main Written Examination: 6 Conventional (essay) papers, 3 hrs each, total 600 marks. Papers: English (incl essay), Hindi (incl essay), General Studies I‑IV. Min 45% aggregate (33% each in English & Hindi). PwBD min may be lowered to 35%.
- Personality Test / Viva‑voce: 75 marks. Candidates 3x vacancies called. Final merit = Main (600) + Interview (75) = 675 marks.

- Registration: Visit http://hpse.gov.in, register using Mobile No. / Aadhar (VID). Login ID created.
- Fill particulars: Complete application form with personal, educational, preference details.
- Payment of fee: Pay online via Net Banking/Debit Card/Credit Card.
- Final submission: Take printout of application, sign it, and upload the signed copy online. Without signed upload, application is incomplete → automatic rejection.
No changes allowed after submission. Multiple applications: highest/latest application number only considered.

Reservation & Important Conditions
- Reservation benefits (SC/BC/EWS/PwBD) only for Haryana domiciles.
- BC‑A/BC‑B Creamy Layer are not eligible for reservation; they must apply as General and pay full fee.
- Women candidates must submit caste certificate from father’s side only; in‑laws certificate not accepted.
- BC/EWS certificates must be for FY 2025‑26 (issued after 01.04.2025). Old certificates invalid.
- OBC certificate not valid; must obtain BC‑A/BC‑B (NCL) certificate.
- Reserved category candidates from other States compete as General (no reservation, full fee).
- No change of category permitted under any circumstances.
- If reserved candidature rejected due to invalid certificate, not considered under General category.
- Preference of services can be exercised for all or specific posts; no change later. Reserved category candidates may opt for posts not reserved for them and be considered against General merit.
- Ex‑servicemen reservation: strict priority order (disabled ESM → family member of disabled ESM → other ESM → family member of other ESM). Benefit admissible only at final selection stage.
- DFF (Freedom Fighter dependents) reservation up to 2% from unfilled ESM/BC quota.
PwBD – Scribe & Extra Time
- Extra time: 20 minutes/hour for Blind/Low vision & Locomotor disability (writing severely affected) – prior permission from Commission required, with Medical Board certificate.
- Scribe: Allowed for VH candidates; candidate must arrange scribe (10+2 student, verified by Principal). Written request 5 days before exam.
- No scribe permission by Centre Supervisor; only Commission can grant.
Penalty & Unfair Means
Use of mobile phone (even switched off), pager, smartwatch, Bluetooth, camera, or any electronic device in exam hall is strictly banned. Impersonation, fabricated documents, irrelevant photos/signatures, incorrect statements, obtaining question paper improperly, misbehavior etc. lead to disqualification, debarment, and criminal prosecution under Haryana Public Examination (Prevention of Unfair Means) Act, 2021.
General Instructions
- Eligibility determined as on closing date (26.02.2026). No documents issued after closing date accepted.
- Improvement of marks after closing date not considered.
- Only Matriculation certificate accepted as proof of age.
- E‑Admit Card to be downloaded from website; not sent by post. Discrepancies to be reported immediately.
- Candidate must ensure valid mobile & email till selection process ends.
- Haryana Govt. employees without bond: self‑declaration; with bond: NOC from HOD required at interview.
- Private employees: no NOC needed.
- No withdrawal of application after submission.
- Commission’s decision on eligibility, selection criteria is final. No correspondence on cut‑off marks or non‑selection.
